yes that was what I am saying, so what different problem do I have, electrical like dklowrider said?
to wrap this up [for me anyway], if your switch is in the off position and you turn it ONE click or position and your headlight buckets pop up, yes you have an electrical problem. obvious place to start diagnosing is the switch, but there may be some other technological wonderment that's not functioning properly that's causing the problem. good luck with getting this sorted out.
one more possibility....maybe....is your twilight setting turned on? if so try turning it off on the dic and see if that clears it up
i don't think that's it. he said the buckets come up but the lights aren't on with the first click. twilight would turn everything on without touching the switch.
okay now I get it, missed that the first time. You turn the switch once and the lights go up 
I don't suppose one of the headlight is burnt out?
