Headlights NOT coming up

Hey guys....got an 03 Z

My headlights are not coming up, and no light underneath unless I hit the brights...any ideas? im not popping any info on the display HELP!!!

if it's not the fuse likely the actuator module

whats the best way to test a fuse? would it be in the box under the footwell, or under the hood? thanks so much for any and all help!!!

look in the fuse box and see if it's blown
