"Best" is a tough question. A lot of opinions on the subject but I would vote for:
FAN 1 ON=195
FAN 1 OFF=190
FAN 2 ON=205
FAN 2 OFF=196
If you want to be more agressive you could drop each setting by 3-5 degrees but I personally wouldn't go more than that. You don't want your fans running all the time and it may take awhile to get your oil up to temp.
