I am not sure whi is the best but I had my car tuned by Chuck Cow at Corvettes of Westchester. They installed my 3.90 diff and he did my tune and the car performed exceptionally well over the stock set up. Chuck knows what he is doing and helped me out with any and all questions. I took it back a couple days later because the tune was a bit much for me and he softened it up just to my liking. I also hear good things about ECS.

if you can find a good shop near you go for that. Sure ECS mail order tune is top notch, but building a relationship with a local shop can be invaluable in the long run.
if you dont trust anyone or dont have anyone close or just looking for a standard tune then dont hesitate to call ECS.

living on the big island of Hawaii, we have no "tuners". ECS was recommended for their mail order tune. i was a bit uncertain due to the long distance of new york to Hawaii. ECS did a terrific job with the tune. communicating long distance brought me in touch with their fantastic customer service. i heartily recommend the folks at ECS. their tune, and customer service is second to none. top notch!

There is no replacement for a tune done by a professional on a dyno and driveability. No hand held tuner or any mail order tune can match the results of a tune done on the car in person. The handhelds are a waste of money on a Corvette, unless you have no other options available to you.
Just make sure whether you go the mail order route or preferably the in shop route that your PCM is not locked.
