Could be the flasher for the hazard lights, I think the turn signals run through it. I was having the issue and I could turn my flashers on and off several times and the turn signals would start working again. I put a hyper flash harness in mine for the switchback LED tun signals that I put in and have not had the issue since.

Oh and changing the bulbs I believe you can move the brake air duct and go in from there or there is access panels underneath that you can remove and get to them also, not that big of a deal to do.

Check for corrosion inside the sockets.
If there is any that will cause intermittent problems.
electrical parts cleaner will temporary fix the problem but if you have it the best thing to don is swap out the sockets and bulbs and be sure and seal the new ones and use some of that grease like the do at the factory sometimes to keep the corrosion down.
If you have expensive LED's and do not want to replace them just use sand paper and cleaner to get all the rust and corrosion off.

Your turn signal circuit runs via the 4way flasher. I had the same problem, a short term fix is to cycle the flashers several times (as mentioned), I also tried connector cleaner into the flasher switch to no avail. Finally I purchased a Hyperflash bypass that plugs into the circuit behind the drivers right knee bolster at the bottom of the dash. Problem solved. 45 min to complete, and not trbls since.

I did exactly what "vettman96" did to my 2000 vert. I installed the hyper flash cable 3 years ago and my turn signals have worked flawlessly since that time. Don't mess with tearing your dash apart to replace the hazard switch. Do yourself a big favor and do as vetteman96 and I did and you'll be a extremely happy camper. Good luck, Ron

I had this same problem when I got my car. Replace the switch on the emergency flasher and you should be fine. Takes about 45 minutes. You have to get the switch at the dealer.

Yup, most likely the hazard switch. Auto Zone has aftermarkets, although GM's is not much more expensive. Remove the radio, take the fasteners out above the IPC into the dash pad, and remove the fastener to the right of the radio holding the dash pad. You can lift the dash pad up and pull the hazard switch out. I think GM wants you to remove the dash pad completely. Not necessary.

I didn't even do that. Just feed it down through the hole of the radio support frame, change it, reinstall. Done.
