I think, all you have to do is hold both lock/unlock buttons down untill the car horn sounds, then it's set. If it doesn't, the fob's battery might be dead.
Good luck.

You have to go under options and train the fob to the car. Holding the lock/unlock won't program a new fob to the car.

I agree and when you reprogram a new fob you also have to reprogram any others you have at the same time.

Programming Transmitters
1. Turn the ignition to ON.
2. Turn the radio to OFF.
3. Press the RESET button in order to clear any IPC warning messages.
4. Press and release the OPTIONS button on the DIC to scroll through the display options until the IPC display is blank.
5. Press and hold the RESET button for 3 seconds.
6. Press the OPTIONS button until FOB TRAINING message is displayed.
7. Press the RESET button in order to begin the programming sequence. The message HOLD LK + UNLK 1ST FOB will be displayed.
8. Simultaneously press and hold the LOCK and UNLOCK buttons on the first transmitter for 15 seconds. The IPC will indicate when that transmitter is programmed and when to proceed to the next. Repeat this procedure for each additional transmitter or press the OPTIONS button to exit.

You said you just purchased a FOB. Is it a new FOB? Is it a GM or aftermarket FOB. Are you sure it is for a '97-'00 Corvette?

Do you get a reading from your tire pressure sensors? If not check fuse 27 in the passenger side footwell fuse box.

I have a 1998 that I purchased a new fob from a forum vendor. I have tried this procedure several times and cannot get the DIC to display the "FOB TRAINING" message. Will be taking the car into the dealer shortly on another matter and going to have them look at it then.

Another thought,,,Check the battery. 1.might not be in there,,2.many are shipped with a little plastic shield to save the battery,,3.it might be dead !! Just something else to check!!!

The tire pressure sensors and the FOB use the same receiver. You never answered the questions about the FOB.

How did you determine the FOB was sending out a signal?

Does it look exactly like yours except for the passive switch, or is it smaller?

If the tire pressure sensors are reading and when you do the programming procedure the DIC cycles to the FOB TRAINING page and the FOB is not accepted, the FOB is not sending out the correct signal.

I would try changing the FOB battery and if that doesn't work, the FOB is bad. Go to the next Corvette event in your area and someone should be willing to let you try programming their FOB to your car as a proof.
