I have a stock 2002 convert. and my buddy has a stock 2000 convert. I know the wheels have not been changed on either car. It appears that his car has chrome wheels and my car has aluminum wheels on it. So to get mine looking a better I tried to polish them with aluminum polish. I did not get any black residue when I tried to polish them and they did not polish. Do they have a clear coat on them or something? His chromes sure look a lot better than my aluminum finish does. What's the deal? What can I do to make my wheels look better?

Chrome is much easier to make look good than polished/clear coated aluminum. Understand that chrome was never an option on any C5. Sometimes, OEM wheels are sent off to be chromed - if that's the case they will have the GM logo on the back of the spokes.
But there were and are a lot of manufacturers that produce replica wheels that look just like the OEM thinspokes. These are typically produced off shore and the quality is spotty....some are okay while others are less than okay.
For polished and clear coated - the surface should be treated just as you would any painted surface, wash with a pH balanced detergent like you would on the body of your car, wax with whatever your favorite product to protect. Many members like a product called REJEX for their wheels. Between washes - I like to use Detail Spray just like I would on the body. I doubt if you would use anything abrasive on your hood...don't use it on your wheels, either.
