z06 issue

My vette was sitting outside for about 2 weeks during some rain and colder weather i know not cool. But when i turned the key to the on position is squils like crazy and its just powering up, when i start it, it still happens. ANY HELP WOULD BE GREAT. 2002 Z06 SUPERCHARGED

What does this mean? "is squils like crazy and its just powering up".

its not started, the key is in the on position.

i think the serp belt pulleys get surface rust on them.

plus your s.c. adds another pulley to the system.

Thanks i checked battery nothing, than ran the code check and come up with the hvac b0361 which is an actuator which is what it sounds like. any idea of price to replace the left one?? driver side
