The "best" way is to perform a complete HID housing/light mod. This will provide you true HID cutoffs and lighting performance.
The "simplest" way is to upgrade your existing halogen bulbs with Silverstars. A little clearer and brighter than stock.
Some will chime in suggesting HIDs in your stock housings, however if you do that, not only is it illegal, but you will simply be blasting light due to the reflective OEM housings. It will be like driving with your high beams on all the time and you will be making friends with a lot of the other drivers on the road.
I suggest starting with the simplest mod - HID Fog lights. They will require you to install an HID ballast, however the difference in light output will be night and day.

Install Toshiba HIR bulbs and wire the bulbs so all four are on when high beams are selected.

I do have to say, the Silverstars properly adjusted made a big difference, nice white light and a lot more of it.
Have HID's in proper HID housings now, obviously not as simple or as cheap but whiter and more light.
