As you can imagine the road noise is god awful. As finances have significantly improved time to fix the issue. Will quality tires help with road noise, or are the rims contributing to the problem? If I can get away with new rubber I'll keep the wheels for now.

I don't think the wheels have anything to do with the road noise, I run Sumitomo HTR Z II and they are very quite, The HTR Z III are a more agressive tire.
There are a lot of tires out there, Check with Tire Rack and I believe they rate all the tires.

I run the HTR Z III's on mine and really like the overall look, sound, feel, handling and wear. Oh, did I mention they averaged less than $100 per tire from Bill's Tire WhoreHouse !!!!!!!!!
