HID problems...HELP!

HID problems...HELP!
ok so today i installed a set of plug and play hid's. mind you nothing, and i mean nothing else was unplugged or removed except the bulbs and those wiring connections. hid's and ballasts installed. here is the problem...the switch of course turns the lights on and off but the actual lights wont go up or down. and when i shut off the lights, turn the car off and take the key out it dings at me like the lights are still on even though they arent. any explanations??? thanks!
