Take off the plastic surround (three screws) and you may also want to take off the top light cover body panel (four screws, and it just sits there, no worry of it not lining up when you put it back on).
You will then be able to see both (up/down left/right) mechanisms. You want to lube/clean these (WD 40 is good, not a lube but these are plastic with a lot of space so you just want to get them cleaned out and free'd up).
Just soak em and work s l o w let it soak in and work em back and forth. They often break if you just "gorilla" it, not the end of the world but they are getting scarce as replacement parts and they cost a fair bit.
When I got my HID's I had to free up all 4 adjusters-took about 15 0r 20 minutes of gentle persuasion on each one to get them moving,so take your time and eventually they will free up-they're plastic,so go easy on them...
Adding a little 3 in 1 to the WD-40 bath doesn't hurt,either
WD-40 is good for its intended use, which is not for lubricating parts or breaking free frozen joints. Do as the Model T people, who know frozen joints do, and use Aero Kroil. It is made for freeing frozen or rusted joints. It works great.
Went and got some PB BLASTER this am .It worked great soaked everything twice and adjustment screw loosed up ,adjusted my lights up 2 inches ,Installed 6000k HIDS last nite and they were to low ,so when the sun goes down will see how they look,I'll post pics!!!!! Thanks guys for help!

Glad you got them loose, What I do find strange is you having to raise them up 2 inches, Most have to lower them to keep from blinding on coming cars, I have noticed that the HID bulbs are a bit tuff to seat correctly and if not seated right they will be aimed very low, I have installed a few in my time and know this first hand, If you did have to raise them I would check that the bulb is in correct.

When I first did my HID lights they were low also, They didn't seem to go 10 foot in front of the car, After fooling with it for an hour or so I found that the HID bulbs were not in the correct spot as far the the 3 tabs go, After I got them right I didn't have to adjust my lights at all.

I agree w/Mr Bill-they are difficult to get seated properly,and if they aren't,they sit at an angle and it changes the angle of the output.
When I did mine,the passenger side was on the ground,and the drivers side was too high-after some investigating,I found I only had 2 of the tabs locked into the housing on the pass. side,which was making it shine too low.
On my HID's the "O" rings were also a tiny bit thinner than the OEM's,which I found caused a "jiggle" in the beams when I'd hit a bump,so I had to pull them out again and swap the "O" rings for the oem's to tighten them up.
It worked,but the fatter "O" ring also made it even more difficult to get them locked into the housings properly-I finally ended up lubing the "O" rings with a little dielectric silicone grease,and they locked in just fine,although it did take a little more pressure to twist them.
Then they were both way too high,and that's when I learned how to free up frozen adjusters....
