Any reputable shop should be able to do what you want. Depending if you have a clear finish on the lip, it will need to be removed prior to adding your color. The shop should be able to do it, then they need to mask off the black, spray, and bake. The clear on the black portion (if their is one) should be durable enough to take the baking process. Again, a shop can check out your wheel and let you know for sure.
