That is the starting bid price. The seller has an ebay store with all kinds of turbo equipment and also has a good rating. It appears to be legit to me. But hey what do I know?

But look at the "buy it now" price. I've seen turbos alone for twice that price, I don't get it.

Professional installation recommended. No instructions included. Yikes.
I don't get that either. You'd think if this is on the up and up, they would produce a video, and provide written instructions. They'd get more customers for sure.
The professional installation and some custom fabrication isn't what scares me away. It's the generic made in China turbo, wastegate, and exhaust manifolds.
Just look up the horror stories of OBX turbos which are name brand chinese turbos and think of what kind of quality control a generic turbocharger might undergo. I think the best one was when the two halves of the turbo were glued together which of course melted immediately and caused catastrophic failure to the turbo and motor.
Same goes for chinese exhaust manifolds. Stainless steels that are just a bit low on chromium so they rust prematurely, which isn't really very common because they usually crack long before that can occur.
Best part is, these parts usually come with lifetime warranties which is a joke as the parts cost way less than the price of taking them on and off and noone is dumb enough to use them twice.
