Since you live in Indiana and not Arizona where the summer heat is terrific, I'd do the tail lights. I did mine and they look great and are noticed by everyone.
every 16 year old kid has window tints, do the tail lights its more unique and makes the car look more modern. plus i like to be seen when in my car im not trying to hide.
LEDs are trendy overated Autozone pimp-ur-ride aisle "upgrade" but at 5 x the price. Watch - in just a few years they'll all be in the junk pile with the red double-bladed windshiled wipers as people wonder what happened with the dotty-spotted tail-light craze.
Tint will keep the car cooler, look more solid and other advantages.

I had LED tails. Took them off. Every time I hit the breaks or turned my turn signals on I got static in the radio. Thought it was just my C5. My son-in-law has a Z06 and he put in LED tails. Same thing. Static in the radio when ever the tail lights cam on. I assume the tail lights had a small microprocessor in them. Micros use high frequency crystal oscillators. The oscillator frequency produces RFI harmonics that got into the antenna system causing static in the radio.

No microprocessor in the tails, just LEDs, diodes and resistors. It's possible there's a weak connection or ground loop. The 3157 style connections (on the factory sockets) are notorious for developing corrosion that will inhibit conductivity. I would check the connections to make sure they're clean. Also you can test each tail light individually to see if one in particular is causing a problem.

The halos are not supposed to hyperflash. Hyperflash will only occur if the load resistor on the back fails.
