Your post isn't very clear. Have you put new batteries in the fobs? What did you do to program the fobs, and what happened during each step? Did it seem like the programming worked, but the fobs won't lock the car? Or could you never complete the programming sequence? I'm not sure what "key fob doent work for the trunk and locks click while car is stored in garage." means. Do the locks click but not lock and unlock? All the time? Or only when you press the fob buttons? This only happens when the car is in the garage?

Try this:

Disconnect vehicle battery - let sit for ~10 minutes.

With the FOB key around 50 feet away, reconnect vehicle battery.

Once reconnected, bring the key FOB to within 5 feet of Vette - while keeping the 'lock and unlock' buttons pushed.

Within 20 seconds the horn and/or door locks and/or turn lights should activate.

With that action your FOB should be 'matched' to the Vette.

If there is no 'match' action - the battery in the FOB may be either too low to activate, or dead.

Replace that battery - start all the actions above over.

OK, I gotta be honest here. You are asking for help but refuse to provide information to help figure out the problem. You insist you "did the proper procedure". There are two, which one did you do? Was it the short version that AC54ME outlined? That is how to resync car/fob after one or the other has been without power for a while. It can't work for fobs that have not been previously programmed for the car. The longer procedure is for fobs that are new to the car, or if the short process doesn't work. If you want help the first thing to do is tell us exactly what you did. step by step, and what happened at each step. Be willing to consider the possibility that you may have done something wrong, and be willing to invest five minutes of typing time to provide requested information.
