Your fuel sender might be to blame. Try running some Techron or Seafoam cleaner in your tank during your next fill up. If that doesn't clear it up then your sender might need to be replaced.

The fuel sending units in the C5 have a tendency to get sulfur deposits on them from the gas and that causes the units to misread. Try running a bottle or two of Techron through your gas tank and see if that clears up the problem. Many times it does. Then just put a bottle in every so often to keep it clean. Many top tier gas brands will have the additive added to them.
Something you might try (it worked on my '98)is to lay down and reach under your Vette just in front of the rear tire, and unplug/plug in the fuel sending unit connectors a few times(both sides)
Being mounted on the bottom rear of the tanks, the connectors are exposed to a lot of water and other road crud, which can seep into the connector and cause intermittent,or erratic operation of the fuel gauge.
Techron is also a good idea-I put a jug of it in the tank every 3 months or so-but my gauge was never 100% till I did the plug/unplug thing to the sending unit connections.
I did it about 6 months ago,and I haven't had a false reading since...
I had the same problem with my car. I put 20 oz. of techron into about a half full gas tank. I let the car sit for a couple days. I haven't had a problem since then.
