I have finally completed my HID installs and have made some adjustments over the course of several day's in the attempt not to blind oncoming traffic. It seems every time I go out I'm continually flashed, I will admit that the first install the lights were completely off and headed into outer space . Not really but close enough.
After searching and finding a few threads of proper adjustment I made my attempt at the below. Let me know if looks correct for both fogs and ACA HID.

They still look a bit high to me, What you should have is with the car about 2 feet from the wall your cutoff line should get just a bit lower when you back up the car, If when you back up the car the cutoff line goes up that is when you get flashed. Also I hopped you trimmed the metal in the stock housings when you mounted them, If you didn't they will hit the metal when you try to adjust them
Ask me how I know...lol
Mr.Bill
You might contact DeeGee on here, I believe he as the how to adjust them correctly.
The headlights look fine but if you think its still bothering the other drivers you might try a little lower and see if you can compromise.
My $.02 on the fogs is that they are to low. I know the fogs are for up close but if your in the car can you even see the ground they are lighting?
Thanks for the feed back, what it the starting point (initial height of the light) from the two foot distance from the wall? Yeah, I did not trim or remove the metal piece from the housing. I have the modified version from JWM, however I do see that only one metal rib might touch if adjusted too far.
Thanks, yes I can see the ground maybe a foot out with only the fogs. How much further out would you recommend?
I guess they are further out than they looked in the picture. I have mine out a little further, about one to one and a half car lengths. Probably more than whats recommended but I figured when driving in the fog I wanted to not just see what I'm about to hit but have some reaction time also
Assuming your car is stock ride height, the driver's side of your headlight pattern should be between 22 and 24" off the ground.
Since your Fog lights are white, they won't help much as fogs but for driving lights, aim them at zero degrees elevation (12" from the ground) and they will do nicely.
