Sorry I don't know the fuse number but that is the first thing to check. I would check to see if they are even hooked up as well. If they are then I maybe try and find one that you could hook up that you know works and try that.

just use your finger 
if the fuse is OK you may wanna check and see if the relay is missing in the fuse panel under the hood as well.

It was the relay. Car did not have one for the horns. Put one in and they work. Now I wonder why the relay was taken out.
