I don't like to call "all non-Z06" models "base" because it's somewhat unfair to 3LT and higher trim levels. A good Z51 car that's near maxed out in 3LT trim is anything but a "base" model. Even a good FRC is a hard stretch to call a base model, despite that being GM/s intention with the FRC.
A good rule of thumb is that anything equipped with a 1LT package is pretty close to being a "base". The RPO for "1"LT, "2"LT, or "3"LT will be listed alongside the other RPO's on the sticker in the passenger glove box. Unfortunately you cannot go off of package options themselves alone as it was very much possible to get a 1LT car and option it with say various items from the 2LT and 3LT package.
