Each state has it's own rules regarding this if you are the cars owner take your title and go to the BMV and ask all they can tell you is no. I have done traces on several cars I've owned and some states are good and some are a pain. Local law enforcement officers can do it through an insurance company maintained data base if they are working on a case. If they give out any information to a buddy and that buddy gives the P.O. some trouble then the Police office can get into real trouble.
