Just a thought here. I have read on other forums that even though you don't have a power antenna the power wire still needs to be hooked up so that power is supplied to the antenna. I know, doesn't make a lot of sense if you don't have a power antenna but I've read that on numerous sites and from them it seemed to work.
try this, hook up the blue wires. On your harness from the radio there should be a blue wire and a blue wire from the harness that hooks to your factory wire. Most people don't hook those wires up if they don't have a power antenna, but I've read they are still supposed to be hooked up because it sends power to the fm amp built into radios.
If it's not that, and your antenna is hooked properly, you have a bum radio. The seperate amp you were talking about may work, but you still won;t have the greatest reception.
Those things were first designed back in the day to just bring in distant radio stations when we didn't have many fm stations around. But you could try it and see what happens as inexpensive as they are, if it doesn't work, take it back.

If that doesn't work try the booster. If it doesn't work you can always take it back.
Most car manufacturers now use a booster for the antennas that are in the windshield so the blue wires have to be hooked up for power. So with that said the booster may be your only solution.
I've never really seen any after market radios that had the same quality reception as a stocker, most noticeably so in newer cars.
Here's a thread that talks some about it. Most of these threads are referencing the coupe which has a different system than we do. But from reading through some of these it may be a green wire you're looking for, if you aren't using an aftermarket wiring harness.
I have an alpine so the colors may be different for your pioneer.
