Oil filled electric radiator heater is safe and keeps my garage above 50 all winter long on the low setting. My garage door is insulated but no other insulation on my 22x30 attached garage. On high setting and one other radiant heater I can get my garage to the low 70's in a few hours even when outside temps are in the high teens/low 20's.
Mine is about 1000 sq ft with a 10' ceiling. I use a 10,000 watt Qmark electric ceiling heater with a 650 cfm fan built in. The garage has R39 up top and R19 in the walls and is drywalled. I am at 7600 ft in Colorado and it does the job fine.
This what I have in my 1100 sq. ft. 14' ceiling garage. Works well, warms up quick, and has an electric igniter. I also have a couple of ceiling fans that help circulate the air. A well insulated garage makes a big difference.
Get a 75K btu Mr. Heater (forced air) from Lowes. They have them in stock now and you do not have to pay shipping. Also, order the moving coupon and save and additional 10%. With a 9 ft ceiling you may even be able to use a 45K. I have the 75K with 12ft ceilings and 950 sq ft. I can get it to 80F in about 20 minutes.
The radiant tube heaters are way better, but cost more $$$. For me forced air was a better option.
Someone will jump all over you/us for resurrecting a 10 year old thread, but, since you mention the Mr Heater above, i'll give my take. I recently purchased this same heater. In a nutshell, so far disappointed. My garage is 24x26 and uninsulated and not sheet rocked. I guess i shouldn't have expected much, but still disappointed. the unit itself has no fan so the heat goes straight up. so i purchased the add-0n fan unit. it did little to help. It hasn't been particularly cold so far, and i've only owned the unit a couple weeks. I have 10 ft ceiling with storage trusses above. so the middle 12 feet of width has a plywood floor above. the outer 6 feet of each bay is open
Is your buddy's garage insulated?

I have a 24x28 garage and had a 45,000 BTU ceiling mounted propane Modine Hot Dawg installed a few years ago. I keep garage above freezing in winter and kick it up when I want to work on something. It has been trouble free and works great.
One reason I like the two burner that fits on a small propane bottle is because it’s portable. I use it mostly in my shop but occasionally I like to work in my garage so I carry it in there. Sometimes in the winter, our electricity goes out and may be out for a couple of days. I bring in the heater, crack a few windows, and be somewhat comfortable. I can also store it out of the way in the summer.

Exactly what I did, but mine was the 75k BTU model. Not big enough for my very large garage - should have gone bigger - but the larger models were significantly more expensive when I bought mine. It's a little noisy when running, but it does a good job. Just takes a little long to warm up the space since it's too small.
