Well, first time I've been on the forum in almost 10 years it looks like. Gotta get caught up a bit.
My 99 C5 only has trac control but I'm wondering, and maybe someone can tell me, if the wiring is already there for ride control and turning off the passenger air bag. It might be that all I need is the upgraded switch cover to replace my trac control only switch plate.
I don't imagine I would be so lucky but I figured I may as well ask the question so if anyone knows, please tell me if it's as simple as switching out the control plate.

I would doubt that just changing out the control plate is going to get you anywhere. The ride control has special shocks and is programmed into the computer and it just might have other sensors too. Even if you only wanted to add active handling, there are numerous sensors involved with that.
As far as turning off the pass air bag, I would say that there is no wiring currently on your car to do that since the pass air bag cutoff switch didn't come out until mid-00 model year. My '00 had it and the switch was wired up in the glove box (as are all later C5s). GM used to offer a retrofit kit for the air bag cutoff switch - not sure if it is still available but your dealer would know for sure.
