Does anyone know if a 2003 anniversary c5 climate control panel will fit and work in a 2000 c5?

Yes! it will - I have one from a 2003 Z06 in my 1998 Coupe -
You can swap digital for digital in any year ONLY! and standard with standard in any year ONLY!!
