Battery is brand new--it turns over fast but takes maybe 2-3 seconds to fire while turning over--maybe its normal-
Mine does the same thing and always has. My 99 Camaro SS and the wifes 08 tahoe fire instantly. I have a new battery less than 3 mos old in C5Z as well.
I drive mine pretty much every day, and it almost always fires right up. Maybe like once a month though it'll take 1-2 seconds. My battery is the factory original but my voltage levels are normal, so I've had no reason to replace it.
The battery has nothing to do with how quickly it fires up... if its turning the engine its working... Fuel, spark and air dictates how quickly it fires up.
This is what I've noticed with my different set ups.
LS6 engine.. fired up by the 2nd or 3rd turn over.
LS6 engine + A&A kit.. it was crazy how fast it fired up and I have no idea why.. but it seemed like I barely had a chance to really turn the key before it was already running.. this was even after each winter of sitting in storage.
LS7 engine.. ha! This thing takes 4-6 turn overs to finally fire up. But I've noticed my friends C6Z's are similar.
I dont know if batteries do or do not have anything to do with it. Last month my battery was weak (and finally gave out) my Z would take a few cranks to fire, but as soon as i changed it, it was almost instant. Only about once a month ill start it and it will hick-up a little then be normal in the next second. I have a V/R intake, and full exhaust
Mine is heavily modified and also takes a little bit to get started. I can bet you it is due to fuel pressure. I always let my pump prime before starting, but I noticed that on the gauge I have mounted under the hood, the fuel pressure will bleed off fairly quick while sitting off. My fuel system was converted into the 97-98 return style system. I don't know if the 99-up returnless systems do the same thing and drain back when off.
Another thing to check is maybe the crank and cam sensors?
Definitely subscribing to get more input on this. Mine does bug me a bit and would be nice to have the instant fire up.
When was the last time you changed your air filter and fuel filter? As stated above, you need fuel, air, and spark for combustion. Take away (or limit) one of them and your car will be harder to start.

I have had my 04 Z06 for 8.5 years now (since new). The only time it ever hesitated was when my stock battery died 3.5 yrs ago. Stock one lasted 5 yrs. I have a 3.5 yr old battery in there now, and I keep it on the battery tender here and there. Still starts up "Very" quickly.
I'm wondering what's best for the engine... An instant fire up where the cylinder walls are not so well lubricated... Or a couple slower turnovers of the engine allowing the cylinder walls to get a better coating before firing up. I'm sure this makes no difference if your car gets used everyday, but if you're like me and start it up maybe every 2-3 weeks then it might matter.
All of ours fire right up. I would check fuel pressure in the rails it should not bleed off.
Try turning the key to on till the pump cycles off then turn key to off and right away try to start the car if it fires quickly the rail is bleeding off to the tank..Check the fuel pressure regulator.
If it cranks a bit then starts it most likely bled off thru the injectors and slightly fouled the cylinders with fuel. You could try a fairly aggressive injector cleaner and see if it helps get the pintles to seal or replace the injectors.... But you have to decide if the fix is worth it. Or is the starting issue not that big a deal to you.
