so I replaced the batteries in my 2 key fobs for my 1999 c5 and over the next hour or so, the car beeped and flashed its lights about 6 times as the fobs layed on a shelf inside the house about 20 ft from the vette. Any guesses what happened
It's not a guess what happened. You have the passive fobs. Changing the batteries extended the range and now the car is locking and unlocking when it gets the signal from the fob. You need to turn off the passive switch if you're going to store the fobs near the car. If the slide switches are already off, they're not working properly. If you slide that switch back and forth rapidly, it will help clean the slide contacts and make them work properly. The passive fob was designed to automatically do just what yours are doing, and that's one reason it was discontinued in 2000.
You can also turn off the horn part of the locking process in the DIC. I never did see any reason to let the neighbors and all of my fellow Wallyworld shoppers know that I'm locking the doors. When I had the '97 I kept the passive turned off after the novelty of the car locking itself wore off.

No kidding. I got so tired of the novelty, I changed over my entire TPM system to the later '01 through '04 set-up. I've noticed it has a MUCH better range overall as well.
