U-shaped plate surround.
I have a question regarding the factory u-shaped plate surround. Is this part supposed to come new when the car is purchased or is it an option ordered separately? I've got a buck riding on this.

From the factory, they are all unpainted black. Vendors sell them painted to match. Bought a painted one for my silver '99 and the color match was perfect. My current '99 is black, so the only difference is the gloss and texture.
