I'm from MA , Dartmouth. Moreover DMV is hell place.. there is a huge lines and rude stuff

You can pobably do it online, just like NY. The computer will let you know if whatever you want is taken or prohibited.

The staff at the DMV should be able to tell you approximately how long it will be before your plate would be issued.

Here in Missouri, it is a 6-8 week process.
