Other than spending 150-200 on a front license plate adopter , is there a more cost effective way to do this .. I'm in Texas and it has to be on there

I'm one state north of ya. I actually think Texas is a pretty cool state but have never understood the dual tag thingie. You've got some other good things there, like no state income tax, but your real estate taxes suck. Wonder which brilliant politician thought that one up?

I don't run with a front tag. A lot of vette owners dont here in Dallas. In the past three years I have never been stopped for it. Even was stopped for inspection, but the cop didnt mention the front plate at all. I daily drive mine so it see's Dallas, Plano, Richardson, Garland, Dallas and Collin Sheriff's, and highway patrol regularly.
I don't run a front tag. Haven't had any issues, but its that one time when a cop want to be a d!ck, and he'll find several things to ticket you on. Most corvettes I see around Dallas don't have front plates though.
Its also technically illegal to put the plate on your windshield, you're not allowed to have a covering or film over your license plate (I got a ticket for that once), which also means the front clear covers are technically illegal also, but I don't think anyone would ticket you for it.

I've seen the plate mounted to the front spoiler. From straight on at a distance the plate is clearly visible. Not so much when up close. Here in Jersey most Vettes don't run the front tag. 11 years with no problems, even when stopped for something else. I have had LEO's tell me they don't care about front tags on Vettes.
