Hard to tell what the spots are from the pic. I usually use 303 aerospace protectant on my interior pieces and that usually cleans them up to like new condition. I have also heard good things about mother's back to black. It's worth a try.
If factory color coat is bubbling up or peeling off, nothing is going to help or fix it. Originally it came to GM with a SEM coat applied over a base covering and that's why under that color coat is a slightly faded black color, not as black as the coating over it. I removed the OEM color coat when I had it off the dash and simply sprayed new SEM color coating over it and restored it to new condition(in red of course).
You can do the same with SEM black color coating, and be done with it and not have to try to cover it up with temporary fixes.
It's better to do the job right, not to half-*** it.
