In order for me to have TPMS in my 03Z, I had to buy wheel sensors and have someone activate the program in the car's computer to have a functioning system. I don't believe the IP is where the computer for this is housed.
Check around, you may be able to use your current IP and have the program activated after you install TPMS wheel sensors. Hopefully someone else can chime in.
Your 99 has TPMS. Any cluster swapped in will show tire pressure. However the cluster will have to be programmed with the appropriate mileage etc.
The TPMS receiver is part of the keyless entry system and is mounted inside the left rear fender.
Every Z06 is capable of displaying TP, sensors just need to be installed and the TPMS activated in the BCM with a Tech II . It's a really easy thing to do, just need the Tech II.
