Did all torch red interiors come from the factory with two tone door panels and the red knee bolsters/glove box door?
The answer to the first question appears to be, Yes
Next question. Was the mod red two tone interior only offered on Z06 cars from the factory. N0 coupes or convertibles?

Torch Red interiors had two-tone door panels, red lower glove box, red lower knee bolster, red carpeting and red plastic trim/seat belts.
The Mod Red interiors had two tone door panels, red lower glove box, red lower knee bolster and red/black seat covers. The carpeting, plastic trim/seat belts were black.

And to add, I believe the torch red optioned seats were all red whereas the mod red(ZO6)seats were two-toned.

In answer to your second question, I believe the "Mod Red" interior was only a Z06 option and the "Torch Red" Interior (as described above and with red seats - forgot to mention that earlier) was only available in coupes and convertibles.

From what I have read and seen, it looks like the mod red interiors were only offered on the Z06 models.

when i worked at a chevy dealership right around when the 02-03 Z06's were coming out, its seems that the only ones i saw with the mod red interior were the z06 and that was very few..and not one coupe or vert with the mod red..or the red carpet setup
