Take it out, I mean take the whole dash out and put it on a couple of sawhorses. If it's not cracked, then I would reglue it down. If it's beyond repair get it recovered by an Upholstery shop, which is mucho cheaper than buying a new one. Don't worry about trying to recover the passenger grab handle with no seams showing. Just have the guy make a matching grab handle wrap, or buy one from Midamerica motorworks in whatever color or pattern you want.

Don't think I have seen a problem like that before either. Try what sfc rick suggested or see if you can buy a much better one from one of the used parts vendors.
Mine is starting to do the same thing in that area on my 2000. My plan to fix it was pull the windshield out and re-glue it back down. Seemed easier then pulling the dash but I have a friend with a glass shop also...

Yeah, I saw several that had multiple pics and appeared to be in great shape, some from 2001+vehicles too. Changing one out is not hard particularly, just tedious and time consuming with all the fasteners. It can be accomplished with routine hand tools and a good supply of patience. Just get a clean work area, stay organized, and go for it. The payoff is much better than patching/covering something up.
I am big advocate of using a sunshade religiously and using 303 protectant every 6-8 months or so. Pads on garage queens suffer a little less or snow-bird cars that spend several months in hibernation each year can forgo the sunshade when inside, but any car parked outside in the sunnier states really do need to use sunshades, and not just for the comfort factor. Sunshades also help preserve steering wheels and the rest of the interior as well.
