Had A piece of electrical tape on the back bumper behind the wheel to keep the salt from beating up the paint. Peeled it off tonight and it pulled clearcoat with it! Suggestions? Spray it with clear or go over it with touch up spray paint? Effin idiot move!

Electrical tape should not have removed your clear. If it did, you might be experiencing clear coat failure.

Wonder if perhaps that area/panel could have been repainted at one time or another. EDIT>>> You sure that's not the gummy residue from the electrical tape?

Personally, I would take it to a body shop, especially if the the rest of the body paint is in good shape. They can do the proper repair. Check with your insurance company for your deductibles.
I would get a set of C6 Splash Guards. They fit nice with a little dremel work. They are low profile and cost about $100.00 from GM. They come in a set of 4. I used them on all 4 corners. Here they are on my Z06
You could also pick up a can of Dupli Color spray, in the color of your Vette, and shadow that area. Sand down the damaged spot, just inside the wheel well, tape of the edge really good and spray the damaged area. Once done just wet sand the edge, hit it with a buffer and it will look fine. It wont be as shiny as the out side of the bumper cover but it will give the illusion of a shadow caused by the tire.

First I ever heard of someone using tape in this manner. You can sand, repaint and then clear coat it, or take it to a body shop. Shouldn't cost much to fix that.
I used to do this on my old black focus. Body kit took a beating during winter. Nobody can tell its even taped. I didn't ever think this would happen. I might just sand it lightly and hit it with some paint. A- it can't be any worse then it is. B- it'll keep it from peeling more. C- looks bad I can take it to a shop or buy the splash guards.

I tired to touch-up the clear on mine. It can't be done with a can. It takes a shop that can blend the clear with reducer, and even then they normaly take it all the way back to a body line. That is what I finally had to do. Don't kid youself into thinking you can wetsand and make it blend either.
