I have a 2000 a4 with a stuck driver's seat belt. I originally thought it was suffering from the twisted belt syndrome, but I was able to finally get it extended enough to see it's not twisted... it's just stiff. It's so stiff when the belt gets extended that it won't retract.
So, I'm pretty sure I'm going to have to replace the seat belt and I had some questions that maybe you guys can shine some light on.
First... is Chevy, in any way, obligated to keep a working seatbelt in my car? Would they replace it under a warranty issue? If not... should I take it to a dealership to replace or to a private mechanic? Any idea how much it will cost me?

I have my doubts that Chevy has any responsibility for a working seat belt on a 13 year old car. There may be some provisions for coverage beyond the 3 year/36K point, but that would be a question for the dealer to answer. If you can't do the work yourself, take it to your dealer if you trust them with your car. Otherwise, an independent shop should be able to replace it for you.
