Is it possible to get the fogs on with just the daytime lamps?

Nope, at a minimum, the parking lights need to be on. There may be a mod somewhere to do that but I don't know if it.

I think it would be pretty simple depending in how you wanted to do it. You could cut the power wire, which I believe is purple on the factory set up, and use a fuse tap to power it from a different fuse in the block that is always on (like the ac) and put a switch in between. You could probably even use the factory switch if you ran a separate wire to it. Its easier to just turn the parking lights on though. It wouldnt be all that challenging though. The hardest part would be running a new wire from your fuse box over to the switch.

No doubt there's a way to do it but why? If I want or need to have my hid fogs on; it's probably a good idea to also have tail lights and parking lamps showing.

One of my pet peeves is day-time running lights on new cars and those people who don't turn on their headlights after dark, driving around all night with no tail lights.

I have HID fogs and switchback LED corners/DRLs. One night I was driving home at dusk with just my fogs/switchbacks on and some guy flashes me because he must have thought I should have my pop up lights on. The irony is that he didn't have any lights on except his factory DRLs. At least my fogs, corners and tail lights were on.

Why cant you power up the stock fog light switch so it gets its power from another source than when the side marker lights are on ? All you are doing is energizing the fog light relay so even the hot wire from the accessory side of the ignition would work. That way they would turn off when you shut off the engine.
