I had a local auto body shop install these last week following the directions on the website, as it was the first pair they'd installed.
The wheels are leaving black skid marks along the driveway. I'm assuming they're on there too tightly and aren't spinning freely, instead they're being dragged across the concrete.
Have you reached under the car and tried hand-spinning the wheels? If they roll freely that should mean they are working properly. If they stick or don't rotate, than they might be installed too tightly.
...or just install a set of fangs and be done with it.

It could be one of 2 things or both.
1. They are too tight and won't spin. Try to loosen them up.
2. They mounted them too high and they are hitting the body of the car.
