I am looking at a buying a 99 vert. it is black, exterior is in excellent condition. It has chrome wagons wheels, 12 disc in trucnk, HUD, the suspension 3 way switch (select ride) 71,000 and is automatic. Carfax is clean and a 2 owner car. He is asking $17,000. Car is bone stock. What should I offer.

A lot less.
That car should be around $14,000 tops.
Be sure to read the buying tips sticky at the top of the C-5 section before buying.
It seems from looking at Craig's list and others, that prices have taken their seasonal increase in the upper midwest . . .was looking at the Chicagoland area listings and was struck by the prices.
Without photos, tough to say, but $17 feels high . . .by 1000-1500 in my view . . .but it's not my butt in the seat . . .
He's asking $17K; take it for a test ride, check for DIC messages, assure all gauges, electrical systems, and air conditioning function as they should and, if you're really wanting to buy it, ask the seller what's the bottom-line price they'll accept. I would want to pay no more than $15.5K.
It really does depend on where you live. In my area that would be a fair price.
Your gonna have to do your own research. People on here can tell you all day long what they think it's worth, but if people are selling them for xxxxx in your area, that's what you can expect to pay. I know when I am in the hunt (I'm on #4) they are never as cheap as people say they should be on here.

I think the car is priced about $1-2K high but it may well vary in your area. Have it checked out and if all is OK, make an offer - heck, the worst thing the person can do is say no.
I recently bought pretty much the same car, without the select ride, in December 2012 for $13,500. It had new tires, new alternator, all gages worked, but I had to put a new top on for $1,700 that included rubber weather stripping and gas strut for the cargo top, then $340 for a blend door, and another $750 for an air conditioner compressor and some cost and my own labor for an antenna. So, I've got close to that $17,000 in mine now. Buy smart, check everything over for $17,000 as it should not need anything much at that price.

I made him an offer at $16,000. He said no. He actually raised the CL ad asking price to $18,000 yesterday. I guess I could offer him 16,500 or let him sit on it and hope he calls.....I just want a Vette!
You made a fair offer. Would be surprised to see his vette go for $17K (let alone $18) but you never know. I'm thinking you'll hear back from him (if you gave contact information) as I doubt offers will flow for that asking price. Be patient--there are many other vette deals out there (and without wagon wheels ...

Try auto trader putting in your parameters for mileage,
vert or coupe automatic or standard years say 1997 to 2004
and do a search in a 200 mile radius both dealer and private.
You will be amazed how many come up
Like someone said, $14k tops if you want a decent deal. He will hold onto it for awhile at that price he is asking. Ive seen 70-80k mile Z06s for less than $18k recently.
I paid 13,000 for mine in 2010 with 41,000 miles. I did have to change the harmonic balancer and this year put a new top. I say 16,000 was more than fair.
A Z06 isn't a vert. Why do guys always compare to a Z06? Not every one wants a Z06, I for one wouldn't want one. Verts pull as much as any Z06 that I've seen around here. Vert prices are at a premium right now, it is the season.
For this time of year in Mid Michigan the asking price is a fair price....
Having said that I would still negotiate. Offer $15.5 and see where it takes you.
I live in the Milwaukee area, there are not many C5's for sale in this area. I have a '98 vert, if I were to sell it, I would not settle for anything under $18k. I imagine you could find a cheaper one, but mine has not been driven in the rain/snow. It is very nice. I had a '91 vert prior to my C5, I got $16k for it, KBB said $10k. Remember, you get what you pay for.
