Looks like the PO of a car I'm interested in had smacked into something with the center of the front bumper and has cracked the bumper below the license plate area in multiple places. It was well hidden under a front bra which was probably on there for quite a while.
What exactly is this bumper made of (some sort of vinyl?) and is it at all repairable? I don't know if fiberglass or bondo or anything similar will stick to it, or is there any vinyl or plastic material that can be put on to glue it together and fill voids, then sanded and repainted, or does someone just have to bite the bullet and replace the entire front bumper? Or I could just clean the inside of the bra and put the bra back on (what we used to call a kitty litter maneuver, like a cat covering up it's poop in the box).

Never heard that one before!!
The bumper is flexible urethane. If it is too noticeable then you will want to replace it. If it’s only noticeable if you’re looking for it then it’s up to you. If you like the look of the bra put it back on. I do not think the cracks will effect anything function wise.

It depends on how damaged the fascia is. I had a small (probably 1") split repaired in my front fascia almost four years ago and you can't even tell it was ever damaged. A good body shop would be the one to check with on whether yours can be repaired or need to be replaced.
I picked up a product at a body shop supply house that is a two part epoxy that will work very good, it can be sanded after it sets up and can be painted.
Its easily repairable.. use the appropriate epoxy found at any body shop supply... you can back it up with some fiberglass mate to reinforce the cracks from the back side. or you can simply replace the fascia.. in either case, the fascia has to come off. and be repainted
you can:
repair and paint
buy a stock fascia
Buy and after market fascia like the tiger shark.
