Looking at 2004 Z06. just under 11000 miles told dealer a few of my concerns about the car. One was quite a few paint chips on front bumper his response was "cars in Nevada tend to get more chips in

Absolutely, cars in the desert get a lot of chipping on the nose around here. Lots of dust/dirt in the air.
Yes, that is probably true. Did they provide you a carfax? What other concerns do you have about the car? With that low of mileage, there shouldn't be many concerns (especially since I'm guessing they would be asking high 20s for it). If so, I would pass.
I live in vegas--thats pure BS about chips ect--if you drive in the desert-not on roads maybe so- I own a very low mile 01--not a mark on it--but than again I don't drive in the desert mowing down cactus=
I guess it depends on the color too... My black 02 Z with 22k miles seems to get more rock chips than any other car our family has owned. You'd swear it had 100k miles on it by the amount of rock chips... some on the front bumper/hood, but most of them are down the rockers and lower section of the doors.
Maybe the owner of the car you looked at drove it primary on the highway? I'm still not sure why the paint chips so easily on these cars (whether it be tiny white impact marks, chips, or small scratches from road debris).
I loved south of Reno for 7 years, and with the strong winds which cause blowing dust and rocks and the heavy use of sand in winter to treat the roads, I went thru a windshield every two years due to pitting. I've seen first hand the paint stripped from the front of a car during a dust storm in Fallon. It's not only common but there is little you can do if the vehicle lived anywhere in Nevada north of Vegas.
I would really check the windshield in different lighting to see how bad the windshield is because that is a costly fix. The good news is the paint damage is usually on the surface so a repaint of the front end won't entail much if any body work.
