Just to make sure we're all on the same page:
1. old fob died, new battery did not fix
2. new fob doesn't work either
3. TPMS works
4. interior power locks work.
That's only two fobs, right? It's impossible that the new one is bad too, also not impossible that it was delivered with a dead battery since it may have been sitting on a shelf for ten years. You tried a fresh battery in the new fob, right?
I have replaced both batteries in the FOBS.
TPMS works fine.
Yes, interior electric door lock swithes work fine as well.
Are we sure the receiver is not 2 seperate functions and one may work and one may not? I will look in my 98 service manual tonoight to see if I can tell and see what the trouble shooting page says.

It's certainly possible, but I didn't get that impression looking at the FSM for the newer system.
But the first rule of troubleshooting is check the cheap stuff first. Do we have another forum member nearby with a known good fob of the correct vintage?
When the vehicle is moving the update frequency (according the later year FSM) is once per minute. When not moving (as when the car is parked) the update frequency is once per hour, again according to the newer FSM.
As I suspected. My question is, does the DIC keep displaying the old number if it doesn't get a reading after some number of expected updates (say 5-10 minutes of driving), or does it throw a code and blank the display for that tire?
This is really dumb, but I failed to notice that the new 2032 battery that I had just installed in my fob had a protective sticker on the back (negative) side and, of course, the fob did not work. After much chagrin, I discovered the sticker, removed it and the fob is fine.
The chain auto parts stores sometimes have remote testers. Maybe try testing your remote there. Or if you know someone with a similar car try their remote. 2001 and newer are the same as most other GM but 97 to 00 are different. I do not know if they work on any other cars, If you could get someones known working remote to a 2000 and try to program it it would tell you if it's the car.
Question Sinister. The receiver is right by the driver's side rear wheel. Be sure to stand close to that area. My question is how long are you holding the lock and unlock buttons down together. I've had to hold mine sometimes about 20-30 seconds before I get my chirp from the horn. Every time I remove the battery in the car, I have to do this. Are you giving it enough time?
When I updated my TPMS to the newer one there were unneeded wires on the car. The old system has more wires than the new one. I wonder if the fobs and TPMS are separate on the old ones and combined on the new ones. When I was looking at my 98 the fobs were not working. I did some research and found the receivers were a problem area. I checked for TPMS and it was not working. That was because the car had not been moved for a while. I got a better price because of that. The when I drove it home the TPMS started working. I got new fobs that I sold when I converted to the new system. They worked. Anyone know if 98 is the same as 00? The fobs changed but I think the 00 fobs are the replacements for the 97 to 99s now. Without the auto unlock switch.
They're not separate on the older or newer cars. The tpms and fobs use the same wires and path. The only difference is the frequency used. If the tpms work, you don't have a wiring or connection failure.

That sounds like the sync procedure...I don't think that works until after the receiver has been trained to recognize the fob.
