Not sure why you posted this (linky no worky). Anyway, this is a common problem and its usually a result of gear failure in the lifting mechanism. You can go to a dealer where they will replace the entire mechanism for mega $ or you can do a search here on the forum and find a vendor who will sell you the gear(s) along with the instructions to replace it.
Sounds like you need to replace the headlight gear. Odds are your nylon OEM gear is stripped. If you hear the motor turning and the buckets are out of sync or not moving the gear is stripped. The fix is to replace the gear. I would recommend buying the brass gear vs the nylon.
To ensure the epoxy on the cover never fails, take three washers and slightly bend one side down on each washer, place the bolts through the washers and align the bent part of the washer over the cover of the motor, tighten your bolts down on the cover and notice the wonderful way the washers hold the motor cover in place. Did this procedure on both of my motors and it works fine!
