I am pretty sure it's fiberglass, unless you are talking about the glass top, that is polycarbonate.

Targa top
Yes and just recently in February had the top primed and painted, cost me $200 cash, only trick was a special adhesion mix to the primer to adhere to the Lexan. A good auto body shop should be able to do it. Mine came out great.
