I ordered one from rockauto. Same problem you have. The bearing was the same part number, but the pulley was slightly different. Not willing to wait I pressed out the old bearing, pressed out the new bearing, then pressed the new bearing into the old pulley. Worked like a charm
I had one go bad and the tech who worked on my car said that the new pulley was bad and he showed it to me. Everything looked fine outside of the scratches it had on the back side. He called and got another one, then installed it. Later I was looking at the one he replaced and the scratches weren't there. So he did install the first one and didn't fess up to it.
So it had something to do with the install, I wasn't there so I can't tell you what he did.

I also recently purchased a new idler pulley from rock auto. The replacement part came with a different washer. Bolted the new part with new washer on with the old bolt and no problems.
I replaced the a idler pulley on the drivers side tonight. It was worn out because I could spin it freely with a flip of my finger. The new one will not do that.
The problem was when the new pulley was installed with both the front and rear dust shields it would lock up. The solution is to not use the rear dust shield and only use the front one. Now after tightening it I can spin it with my hand.
I think that you need to use the front dust cover so the bolt with set correctly. The bolt only goes in so far and you need the distance created by the thickness of the dust cover.
I hope this helps anyone who searches for this problem.
