Many people have. Don't have the links here but there are some recommendations there for chemically removing the clear coat.
Polished without the clear coat will make them much shinier if you like that. The clear coat tones down the shine some.
If your car is garage kept then you will probably only need to re-polish them once or twice a year. When I say re-polish it can be done by hand like you are doing chrome.
There are a couple of threads on here where people have done that. You can strip the clear coat with something like tailstrip or some other commercial stripper then polish the wheels. Check out http://www.toquez06.com/ for tips on how to keep the rims in shape after you do it. The other option would be to strip clean polish and then head down to your local body shop and have them re clear the rims. I am thinking of doing that myself because the clear is coming off my rims and I do not think I will be able to keep up with the rims after they are stripped. I got 13 and 1/2 years out of the first clear coat so I can afford a couple of hundred dollars for another 13 years of low maintenance.
