Default AC Problem 99 C5

Hello everyone.
When I attempt to engage AC, the AC light flashes then turns off. I have no HVAC codes present and I do not hear the compressor engaging. No cooled air, only ambient. I read something while searching about the outside temperature needing to be at a certain level. It is 6*C here presently. I assumed I should be able to hear the compressor activate as I change between AC or defrost etc regardless, but I don't know for sure.
Does anyone know how to diagnose the flashing AC light or can someone direct me to an appropriate thread that can explain? Thanks in advance everyone!

Yes you are likely correct. I decided to run it in the garage and the AC light stayed on. It's not blowing as cold as I would expect though. Does anyone know what temperature range should be exiting the vents on a fully charged operational system?

Default Update - Solved!

So I did an actuator reset ‎and then recorded temps yesterday when it was 15*C outside. My understanding with this car is it's either low on 134a or its a actuator door issue when passenger side is colder than driver.

Passenger 52.9*F or 11.6*C
Middle ‎55.6*F or 13.1*C
Driver 62.2*F ‎or16.8*C

Interestingly I found in this situation the temps were colder at base idle than when driving. A little research indicated these were nowhere near correct levels to perform adequately so off to the AC shop I went.

Results showed that pressure in the system was good, however, after evacuation of the 134a to measure it's weight there was only 1/3 of the recommended refrigerant left in the system. The shop then pressurized the system at about 300lbs and the gauges held steady without showing any leak. They then created a vacuum, installed the recommended R134a, which I believe was about 1.6lbs, added fresh oil, and voila ice cold AC again

Driver 24.8*F or -4*C
Center 24.8*F or -4*C
Passenger 23*F or -5*C

I highly recommend using a professional for your AC needs!
