Try disconnecting battery. Put a full charge on it. Reconnect it.
Certainly worth a shot to reset the electrical system.
even with a new battery?is there a code for the retractables?i bet it's some kind of circuit ,because it was sitting so long without starting, what about the battery,it's auto zones best, maybe it need's to be delco?when I try to put them down there's I clicking in the fusebox, but fuses ok.

Did you fully charge the new battery before you installed it? Sometimes new batteries are not fully charged. My car sits all winter without a battery with no issues.

Seems like a lot of the electronic problems and glitches on these cars are caused by batteries not fully charged. Just a simple thing to check. If you don't drive it for a week or so it's good to put a trickle charger on it to keep battery at full charge.

just got back from advanced auto, they assured me it's fully charged,i changed all fuses and breakers, hand crank them down, put lights on they go right up and stay there,i hope it's not theswitch on the steering wheel,i know on power windows sometimes when a window opener goes it will go one way or the other, being in auto glass I used to run a wire directly to the battery to the plug and the motor would work both up and down once you reverse the wire from battery, that's how we knew it was a opener or switch and not the motor, but this is beyond me

After a period of time the motor/ gears start to wear, u can get some used ones fairly cheap, talk to mark @vettenuts . com & he will have at ur door in a blink, car is 14 yrs old too, stuff starts to wear after a period of time

I really don't think it's the motors there's no grinding or noise, when I hand crank them down, they go up quiet and no problem, someone wrote ,if it's not fues or circuit, they're replaced, they say maybe the computer is thinking one of the lights are burnt out and keeping them up
Have you disconnected the battery for a few minutes and reconnected it yet? Disconnect it, roll the lights all the way down and then reconnect the battery, see what happens.
