The last time I changed the air filter on mine I had the same problem. Not sure if I bent something, or maybe the rubber surround on the new filter was just a little bit different thickness. Whatever, the right hand clamp wouldn't stay closed. I cut a piece of 1/4" ID vacuum hose length wise and used it for a shim.
After trimming the edges it's almost invisible. This placed just enough extra tension to prevent the clamp from opening anymore.
The clamps can be tricky. I also had trouble, but also knew that the original clamps were unchanged and the ears it fastened onto were also in original condition.
So the problem had to be with my assembly. I had to play around with it for a while, the key being to make sure the starting attachment is correct, because the unseen end will tend to attach incorrectly or fall off without tension.
I wish I had better advice than "just keep playing around with it," but unless you have damaged attachments or damaged straps, it only goes together correctly one way. You can tell by the feel when you have it.
I think I had to step back and conceptualize how the attachment functioned as I was getting a little frustrated with the straps. Once I understood the only way the thing could be assembled, the puzzle came together, even working blind on the away attachment.

The straps can be a PITA, but done right they will stay shut.
