I know that if you turn the headlights on and then turn the switch to parking lights the headlights remain open. Is there a way to keep them open with the engine off---mine are filthy and need a good cleaning.

They operate the same with the engine off (and key off). Turn on headlights and back to park and they'll stay up. The park lights will stay on.
If you want them up with park lights off, roll them up manually with the little wheel.
Third choice, turn them on, back to park, and disconnect battery.
There is a manual **** on the back of each headlight that lets you manually raise and lower it. It's covered by a round rubber boot. Pretty easy, but it takes quite a few turns to do it manually. It will do the trick however

This will do it. That's the procedure I use when I am detailing my car.
If you manually raise them with the car off, will that mess up the alignment of the lid covers when you turn the car on? If you manually open them, do you need to manually close them as well?

No. You can close them with the switch without any issues. I did it plenty of times when I installed the Bi-xenon lights.

When I clean my car all I do is turn on the headlights and then back to parking lights, It doesn't take that long to clean them, It seems to me that opening them and then disconnect the battery is a lot of un needed work, Same for manually opening them up, Am I missing something here?

That's pretty much what I do, however I was thinking about the best way to leave them up during shows as many guys ask me about my ACA HID lights. I just want to make sure if I use the ***** to manually turn them up/open, that I don't misalign them in any way and wear down the gears, etc. Plus, I wanted to know if once I manually raise them, whether I need to manually lower them or can I simply turn the car back on and lower them with the lights switch.
I don't recall exactly how long the delay is but there is a timer (within the module on the headlight system, I believe) that turns all the lights off and closes the buckets if left on without the engine running more than 10-15 minutes.
I believe Junkman documented it somewhere but this feature could be painful if you get distracted for a bit then get your finger(s), hand, other body parts in the way when it closes...
I have raised my headlights manually in the past with the *****, but my 99 coupe does not have the rubber booth covers. What is the purpose of the booths and were they added later than 99 ? Where might i find the booths for sale ? Thanks......
I always leave my buckets up with the parking lights on anytime I'm running into a store or getting gas. For some reason it makes me feel better, like it's less wear on the motors/gears.

I don't know if these will fit your `99, but these are available on eBay.

You can do it either way. Just don't crank down hard when doing it manually. Just tighten snug when they reach the stops; no gorilla action.
